这部四十集长卷，叙述了乾隆年间内阁在臣刘墉智慧、幽默、神奇灿烂的一生。刘墉，历史上确有其人。把他说成是罗锅子，在他的身上又添加了众多的壮谐并陈。清正而滑稽的材料，则更多的见于民间传说。长期以来，在河北、天津、北京、山东、辽宁等地满汉群众中流传着大量的民间传说，其中一部分传说，已由民间艺从(相声、评书、评剧)再创作。其中相声《君臣斗》几乎家喻户晓。这些色彩绚烂、使人兴趣盎然的传说，二百年来，逐渐按照老百姓的意愿、编织了一个大众心目中的理想的、栩栩如生的形像。这部电视剧正是在传说中建立起来的。它不是历史剧，甚至说不上是野史演义，而是在乾隆王朝近五十年兴衰史里一个关于宰相的童话，一个君臣之间的寓言。一个令人忍俊不禁又常常令人伤感和反省的寓言和童话。
